Simply Blue Group, on behalf of Deep Blue Pacific Wind (Deep Blue), a venture of Simply Blue Group and Total Energies, seeks a community liaison to inform and support its early-stage offshore wind project development efforts along the Southern Oregon Coast. The role requires working in coastal communities, primarily on the south coast, to foster and establish positive working relationships on behalf of Deep Blue with local stakeholders and officials, and cultivate support for offshore wind within the coastal communities. The Community Liaison will be a two-way broker of information, effectively delivering information on behalf of Deep Blue to impacted communities, while also listening to the concerns and priorities of the Coastal Community, and delivering that message to the Deep Blue team. In so doing, the role will inform Deep Blue’s strategy and project objectives.

The Community Liaison is a part-time role and will be a contractor to the Simply Blue Group. We anticipate the role requiring 60-80 hours per month, and the monthly contract value is subject to negotiation based on the candidate’s qualification, experience, and ability to create immediate value within the Oregon coastal communities.

Responsibilities

  • Build relationships and facilitate local coordination with existing ocean users in coastal communities, including commercial and recreational fisheries and other locally based shipping/vessel businesses that regularly use the Port of Coos Bay and other nearby ports and infrastructure. Support understanding of broad project benefits to the community and ensure understanding of potential impacts on local industries. Negotiate mutually beneficial agreements with local stakeholders and existing industries as necessary.
  • Coordinate with the Deep Blue’s Director of Government and External Affairs to ensure Deep Blue maintains constructive and balanced relationships with local elected and other public officials, local businesses and related associations, economic development organizations, commercial and recreational fisheries, tribes, local environmental organizations, local industry associations and other community representatives and stakeholders.
  • Ensure Deep Blue is aware of local stakeholder concerns and recommend strategies/approaches to address them. This involves ensuring that Deep Blue understands the local political landscape and considers community needs and perspectives when making important project decisions.
  • Track and inform local activities related to offshore wind to ensure Deep Blue is appropriately positioned and, as appropriate, engaged, and has an opportunity to inform formal actions by local governments, ports, tribes, NGOs, business associations, etc.
  • Support and inform the development of community benefit agreements and similar agreements to generate local support for offshore wind and ensure that local communities understand how the different benefits of an offshore wind project will be distributed. In so doing, assess local energy and environmental justice priorities in local communities and ensure that Deep Blue understands and considers local expectations and needs.
  • Work with Deep Blue’s supply chain team to identify project needs that can be met locally and help connect Deep Blue with appropriate local businesses, landowners, economic development groups and other potential candidates to support project development locally.
  • Understand the commercial and technical needs of the project and support coordination with local utilities and local governments on issues related to interconnection, transmission, land use permitting, etc.

Experience Required

Essential

  • Strong communication skills and an ability to liaise with a range of different parties
  • Well-respected within the community
  • Understands the dynamics of the Oregon coastal communities
  • Demonstrable experience within the Oregon coastal business community
  • Extensive network in Oregon coastal communities
  • Experience representing an organization professionally
  • Is willing to have hard conversations

Desirable

  • Experience in the offshore wind sector
  • Experience in project management
  • Proficiency in GIS
  • Proficiency in MS Project
